Senate rules says that any Senators can talk about a bill for as long as they want thereby making it more functional. There is also conference committees. It helps resolve differences between the Senate and the House. Passing different versions of a bill by the House and the Senate calls for the conference committee to discuss the differences. Significant changes or new provisions are made in this case. Completion of the new bill version it’s then voted for and goes to the President.
Presidential veto. Presidents tend not to have ability to make new laws without working with Congress. It’s after the Congress passes a bill that it gives the President a period of ten days to sign, veto or ignore it.
